<p>Internet technologies give governments an unprecedented <a href="http://en.wikipedia.org/wiki/NSA_warrantless_surveillance_controversy">ability</a> to <a href="http://www.i-times.org/interesting_times/2009/12/a-month-ago-many-of-us-celebrated-the-20th-anniversary-of-the-fall-of-the-berlin-wall-in-the-run-up-to-the-celebrations-a-ge.html">monitor</a> our communication, internet activity, and <a href="http://news.zdnet.com/2100-1035_22-150467.html">even the microphones on our cell phones</a>. The Internet, however, also empowers citizens with new tools and tactics to hold their elected officials accountable, increase transparency in government, and promote broader and more diverse civic engagement.</p>
<p><a href="http://rising.globalvoicesonline.org/">Rising Voices</a>, the outreach and citizen media training initiative of <a href="http://globalvoicesonline.org/">Global Voices Online</a>, has launched a new <a href="http://transparency.globalvoicesonline.org/">interactive website</a> and <a href="http://transparency.globalvoicesonline.org/team">global network of researchers</a> to map online technology projects that aim to promote transparency, political accountability, and civic engagement in Latin America, Sub-Saharan Africa, Southeast Asia, South Asia, China, and Central &amp; Eastern Europe. Over the next three months <a href="http://transparency.globalvoicesonline.org/team">eight researchers and eight research reviewers</a> will document at least 32 <a href="http://transparency.globalvoicesonline.org/projects/all">case studies</a> of the most innovative technology for transparency projects outside of North America and Western Europe. By thoroughly documenting and evaluating each project with a standard methodology we aim to come to a better understanding of what tactics, tools, and tips are most effective in 1) making government information accessible to the general public in a meaningful way, 2) holding political and corporate leaders accountable to the rule of law and their campaign promises, and 3) promoting civic engagement so that a wider and more representative portion of citizens are involved in policy making and political processes.</p>
<p>Over the next three months we hope to find concrete answers to the following questions: Can technology for transparency projects be evaluated individually for impact, or should they only be seen as part of a larger accountability ecosystem? Does citizen participation in such projects lead to greater overall citizen engagement and more widespread demand for accountable public institutions? Do public institutions change their policies and behavior based on the input from citizen-led initiatives? To what extent does the usage of technology tools drive action around transparency?</p>
<h3>The Need</h3>
<p>As of January 19, U.S. cellphone users have <a href="http://www.washingtonpost.com/wp-dyn/content/article/2010/01/18/AR2010011803792.html">donated more than $22 million in text-message donations</a> alone. In fact, roughly one-fifth of the $112 million total that the American Red Cross has so far raised for Haiti has come via text messaging. Technology has clearly had an impact on global giving for humanitarian relief efforts. The priority right now is that the money gets to Haiti quickly and is spent as effectively as possible to save lives, and provide medical care and shelter. But in the longterm, as <a href="http://www.guardian.co.uk/news/datablog/2010/jan/14/haiti-quake-aid-pledges-country-donations">billions of dollars of aid money</a> flow in to help rebuild infrastructure and entire industries, how can both Haitian citizens and donors <a href="http://marketplace.publicradio.org/display/web/2010/01/18/pm-camp-crisis/">hold institutions accountable so that development programs are run properly</a> and without corruption?</p>
<p>As traditional media companies are forced to cut their budgets because of falling advertising revenue, <a href="http://www.onthemedia.org/transcripts/2008/08/15/01">investigative journalism</a> and <a href="http://www.csmonitor.com/2007/0207/p09s01-cojh.html">international coverage</a> are the two most common areas to be disappear. David Simon, in <a href="http://www.onthemedia.org/transcripts/2009/05/08/01">his testimony before Congress about the death of the newspaper industry</a>, said that with a vacuum of investigative journalism, &#8220;it is going to be one of the great times to be a corrupt politician.&#8221; Meanwhile, Transparency International&#39;s 2009 <a href="http://www.transparency.org/policy_research/surveys_indices/cpi/2009">Corruption Perceptions Index</a> reveals that corruption is still a severe and worldwide problem. </p>
<p>However, there is also growing enthusiasm about <a href="http://www.transparency.org/news_room/in_focus/2009/your_say_on_corruption">the use of social media as a powerful tool in promoting transparency and fighting against corruption</a>. But how does the use of technology to promote transparency differ across regions, cultures, and types of governance? What skills and expertise are missing from the current technology for transparency projects? What types of relationships have they formed with media, government, and civil society organizations to increase their impact? We will document in-depth as many technology for transparency projects as possible to gain a better understanding of their current impact, obstacles, and future potential.</p>
<h3>The Team</h3>
<p>Global Voices has long been reporting about uses of digital media and technology to <a href="http://globalvoicesonline.org/2009/11/09/uganda-kenya-in-search-of-e-governance/">improve governance</a> and <a href="http://globalvoicesonline.org/2010/01/08/a-global-look-at-anti-corruption-day/">fight against corruption</a>. Several veteran Global Voices contributing authors are joined by leading transparency activists around the world to make up our <a href="http://transparency.globalvoicesonline.org/team">team of researchers and research reviewers</a>. We are also fortunate to count on the experience and insight of a board of advisors made up of the <a href="http://transparency.globalvoicesonline.org/advisors">leading thinkers in the field of transparency and good governance</a>.</p>

<h3>The Results</h3>
<p>As of today you are able to read three case studies documenting projects based in Jordan, Chile, and Kenya. <a href="http://transparency.globalvoicesonline.org/project/ishki">Ishki.com</a> is a complaint brokerage which collects and organizes complaints from local citizens about the public and private sector. <a href="http://transparency.globalvoicesonline.org/project/vota-inteligente">Vota Inteligente</a> uses technology to provide Chilean citizens with more information about their elected officials. <a href="http://transparency.globalvoicesonline.org/project/mzalendo">Mzalendo</a> tracks the performance of Kenya&#39;s Parliament by documenting votes, publishing records, and providing analysis and context.</p>
<p>Over the next two weeks these three case studies will be joined by eight others. In addition to publishing at least 32 case studies over the next three months, we will also facilitate 16 <a href="http://globalvoicesonline.org/-/special/transparency-technology-network/">discussions on Global Voices</a> that provide more context and background information about the state of transparency, accountability and civic engagement in specific countries and regions. We are also building a <a href="http://transparency.globalvoicesonline.org/tools">toolset</a> of the most effective tools used by the projects that we document. Click on any of the tools and you will see which projects have incorporated it as part of their strategy.</p>
<p>We realize that these are busy times and that few readers will be able to read all of the thorough case studies, background discussions, and tool profiles that we publish. For this reason we have created a weekly podcast that will feature five-minute interviews with leaders of some of the most interesting technology for transparency projects that we come across. <p>At the beginning of May we will also publish a traditional PDF report which highlights the most innovative and effective tools and tactics related to technology for transparency projects. The report will make recommendations to funders, activists, NGOs, and government officials regarding the current obstacles to effectively applying technology to improve transparency, accountability, and civic engagement. It will also aggregate and evaluate the best ideas and strategies to overcome those obstacles.</p>

<p>For years now there has been an <a href="http://bloggingheads.tv/diavlogs/21140?in=45:16&amp;out=57:12">ongoing debate</a> about whether the Internet is good or bad for democracy. But we have few case studies and even fewer comparative research mappings of Internet-based projects that aim to improve governance, especially in countries outside of North America and Western Europe. Hopefully the Technology for Transparency Network will lead not only to more informed debate about the Internet&#39;s impact on democracy, but also to more participation and interest in projects that aim to empower and improve the livelihoods of citizens who were previously excluded from political participation.

			<content:encoded><![CDATA[<p>Seeking greater social inclusion through new communication technologies is a strategy with a long and accomplished history that has persisted through waves of new inventions including the telegraph, radio, television, satellite, and of course, the Internet. Many such projects are highlighted in <a href="http://gumucio.blogspot.com/">Alfonso Gumucio&#39;s</a> <em><a href="http://www.comminit.com/en/node/3713/">Making Waves: Stories of Participatory Communication for Social Change</a></em>, which was published in 2001 and features more than 20 case studies of participatory communication projects that use video, radio, theater, and the Internet. Similar projects are featured every week on the websites of the <a href="http://www.communicationforsocialchange.org/">Communication for Social Change Consortium</a>, <a href="http://internews.org/">Internews</a>, <a href="http://www.comminit.com/">The Communication Initiative Network</a>, <a href="http://www.panos.org/">Panos</a>, and <a href="http://rising.globalvoicesonline.org/">Rising Voices</a>. </p>
<p>But perhaps the most successful experiment in bringing so-called marginalized communities to the attention of the mainstream came not with community radio or the Internet, but rather the cassette tape and the boombox. With roots in the traditions of <a href="http://en.wikipedia.org/wiki/Griot">griots</a> in West Africa, work songs from the <a href="http://en.wikipedia.org/wiki/Mississippi_Delta">Mississippi Delta</a>, and <a href="http://en.wikipedia.org/wiki/Dancehalls">dancehalls</a> from the Caribbean, the birth of Hip-Hop as we know it today is generally credited to the Jamaican-born <a href="http://en.wikipedia.org/wiki/DJ_Kool_Herc">DJ Kool Herc</a> (Clive Campbell) who organized parties at <a href="http://articles.latimes.com/2008/feb/24/nation/na-bronx24">1520 Sedgwick Avenue</a> in the Bronx, New York where he joined two turntables to mix rhythmic beats with funk music. Partygoers were invited to grab the microphone and rap on top of the music as a way to creatively express themselves and show off their verbal dexterity. <a href="http://nymag.com/anniversary/40th/50665/">Those early parties on Sedgwick Avenue</a> helped form the sound and community that would influence what are now seen as the pioneers of hip-hop: <a href="http://en.wikipedia.org/wiki/Grandmaster_Flash">Grandmaster Flash</a>, <a href="http://en.wikipedia.org/wiki/Afrika_Bambaataa">Afrika Bambaataa</a>, and <a href="http://en.wikipedia.org/wiki/The_Sugarhill_Gang">The Sugarhill Gang</a>.</p>
<p>In the early 1990&#39;s hip-hop&#39;s center of gravity migrated from New York City to Los Angeles, where <a href="http://en.wikipedia.org/wiki/N.W.A">N.W.A.</a>, <a href="http://en.wikipedia.org/wiki/Ice-T">Ice T</a>, and others popularized <a href="http://en.wikipedia.org/wiki/Gangsta_rap">gangsta rap</a> as a genre of hip-hop that focused on the violence, partying, and hustling on the rough streets of <a href="http://en.wikipedia.org/wiki/Compton,_California">Compton</a>, California. It was only with the release of &#8220;<a href="http://en.wikipedia.org/wiki/Enter_The_Wu_Tang">Enter the Wu-Tang (36 Chambers)</a>&#8221; in 1993 that New York City was once again nationally recognized among hip-hop fans.</p>
<h3>From Hong Kong to Staten Island to Liberia</h3>
<p>Global Voices co-founder Ethan Zuckerman recently <a href="http://www.ethanzuckerman.com/blog/2009/10/18/wu-tang-and-a-wider-world/">caught an interview</a> on Tom Ashbrook’s public radio program, On Point <a href="http://www.onpointradio.org/2009/10/the-wu-tang-way">with Wu Tang Clan leader Robert Diggs, also known as &#8220;the RZA.</a>&#8221; During the interview we discover an unlikely intersection in the 1980&#39;s between the lives of <a href="http://en.wikipedia.org/wiki/Tom_Ashbrook">Ashbrook</a>, a Yale graduate and career journalist, and <a href="http://en.wikipedia.org/wiki/Robert_Diggs">Diggs</a>, a poor, aspiring rapper in Staten Island who sought shelter in a seedy movie theater that specialized in pornography and kung fu flicks. Ashbrook, it turns out, was a foreign correspondent at the time based in Hong Kong where he supplemented his income as a journalist by dubbing kung fu movies into English. It is entirely likely that one of the many kung fu films that influenced the Wu Tang Clan&#39;s unique style of hip-hop featured the voice of public radio&#39;s effusive Tom Ashbrook.</p>
<p>New York City&#39;s outer boroughs today are barely recognizable yuppie incarnations of their former selves. <a href="http://www.nytimes.com/2007/05/21/nyregion/21citywide.html?ex=1182398400&amp;en=1eefd546373504b2&amp;ei=5070%22%3EWill%20Gentrification%20Spoil%20the%20Birthplace%20of%20Hip-Hop?">Gentrification has taken over Brooklyn and is increasingly creeping into the Bronx</a>. In fact, <a href="http://www.save1520.org/">a long and costly protest campaign</a> has sought to protect 1520 Sedgwick Avenue, the birthplace of hip-hop, from being converted into a new development. But <a href="http://en.wikipedia.org/wiki/Clifton,_Staten_Island">Park Hill</a>, the home community of the Wu Tang Clan, has changed far less than neighboring Brooklyn across the Verrazano-Narrows Bridge. While tourists often take the free <a href="http://en.wikipedia.org/wiki/Staten_Island_Ferry">Staten Island Ferry</a> from Manhattan for its uninterrupted views of the Statue of Liberty, rarely do they spend anytime exploring Staten Island itself.</p>
<p>One of the most sudden changes to the island&#39;s demographics came in the late 1980&#39;s and early 1990&#39;s <a href="http://en.wikipedia.org/wiki/First_Liberian_Civil_War">when civil war broke out in Liberia</a>, a West African country that was <a href="http://el-oso.net/blog/archives/2009/03/18/everything-you-ever-wanted-to-know-about-liberia-and-more/">founded by freed American slaves</a>. Liberian refugees fled violence that was stirred up by the American-educated warlord, <a href="http://en.wikipedia.org/wiki/Charles_Taylor_(Liberia)">Charles Taylor</a>, and arrived to Staten Island by the thousands. They now make up the largest community of Liberians living outside of Liberia and their troubles in assimilating to a New York state of mind have been featured in <a href="http://www.motherjones.com/politics/2007/06/child-soldiers-staten-island"><em>Mother Jones</em></a>, <em><a href="http://www.villagevoice.com/2003-08-19/news/trying-times-in-little-liberia/">The Village Voice</a></em>, <a href="http://www.thirteen.org/nyvoices/features/liberians.html">WNET</a>, and <a href="http://www.nytimes.com/2007/09/18/nyregion/18liberians.html">twice</a> in the <em><a href="http://www.nytimes.com/2008/07/28/nyregion/28liberians.html">New York Times</a></em>.</p>
<p><a href="http://www.ruthie-ackerman.com/bio.htm">Ruthie Ackerman</a> is a freelance journalist who is currently writing a book about the social impact of the Liberian Civil War and the integration of Liberian refugees in the same Park Hill community that gave rise to the Wu Tang Clan so many years ago. But rather than merely speaking on behalf of Liberians Ackerman decided to launch <a href="http://ceasefireliberia.com/">Ceasefire Liberia</a>, a citizen media project which teaches Liberians living in <a href="http://en.wikipedia.org/wiki/Monrovia">Monrovia</a> and Park Hill how to use digital media to tell their own stories.</p>

<p>As the above video shows, Liberian refugees have had a difficult time assimilating to Park Hill&#39;s established community and culture. But music - especially hip-hop - has been an effective channel to help narrow the cultural divide. <a href="http://www.genocide-records.com/">Genocide Records</a> is a collective of Liberia-born rappers and MC&#39;s whose music is clearly influenced by New York&#39;s hip-hop legacy, but with lyrics that emphasize the struggle of West Africans living in the United States. They <a href="http://ceasefireliberia.com/2009/08/video-park-hill-day/">performed this past July at Park Hill Day</a>:</p>

<h3>From New York to Mongolia, Madagascar, Colombia, Bolivia, and the World</h3>
<p>As noted above, those early hip-hop parties hosted by DJ Kool Herc at 1520 Sedgwick Avenue were most definitely influenced by his early years in Jamaica were DJs at dancehall parties would talk over the records they were playing. Hip-hop then evolved further in New York during the 1980&#39;s and it hasn&#39;t stopped evolving in its spread from New York to California to Mongolia and Madagascar. Zuckerman notes in <a href="http://www.ethanzuckerman.com/blog/2009/10/18/wu-tang-and-a-wider-world/">his post</a> that shortly after the release of Wu Tang Clan&#39;s &#8220;Enter The Wu Tang (36 Chambers)&#8221; he began seeing graffiti all over the world - including Mongolia - celebrating the hip-hop group.</p>

<p>Hip-hop&#39;s universal appeal has made itself apparent in countless blog posts across many of the <a href="http://rising.globalvoicesonline.org/projects/">Rising Voices citizen media projects</a>. In Bolivia both <a href="http://boliviaindigena.blogspot.com/2009/05/se-fue-abraham-bohorquez-de-ukamau-y-ke.html">Cristina Quisbert</a> and <em><a href="http://revistalamalapalabra.blogspot.com/2009/05/foto-wara-vargas-el-entierro-es-hoy-las.html">La Mala Palabra</a></em> of <a href="http://rising.globalvoicesonline.org/projects/voces-bolivianas/">Voces Bolivianas</a> honored the life of <a href="http://globalvoicesonline.org/2009/06/03/bolivia-farewell-to-aymara-hip-hop-artist-abraham-bojorquez/">Aymara rapper and El Alto resident Abraham Bojorquez</a> (the post has also been <a href="http://aym.globalvoicesonline.org/2009/09/bolivia-abraham-bojorquez-hip-hop-aymarat-jayllir-yaqhapachar-sarxatapa/">translated into Aymara</a>).</p>
<p>In Madagascar <a href="http://r1lita.wordpress.com/2009/01/22/malagasy-hip-hop-is-not-dead/">Tahina</a>, <a href="http://www.purplecorner.com/2009/10/19/hip-hop-is-dead/">Joan</a>, and <a href="http://pakysse.wordpress.com/2009/10/25/eventis-sy-ny-afondasy/">Stéphane</a> of <a href="http://rising.globalvoicesonline.org/projects/project-foko/">Foko Madagascar</a> have each highlighted some of the impressive Malagasy hip-hop acts, including Raboussa:</p>

<p>The award-winning Colombian citizen media project HiperBarrio even has a rapper among its members. Last year Jorge Jurado used his rhyming skills to compose <a href="http://rising.globalvoicesonline.org/blog/2008/02/19/jorge-jurado-raps-about-citizen-media/">a song about citizen media</a> and its link to <a href="http://rising.globalvoicesonline.org/blog/2008/01/30/rayones-by-jorge-jurado/">his community&#39;s graffiti culture</a>. Henry Barros from <a href="http://rising.globalvoicesonline.org/projects/hiperbarrio/">HiperBarrio</a> also produced <a href="http://henryelsucio.wordpress.com/2009/05/08/batallon-de-mc´s/">two short documentary videos about rappers in San Javier La Loma</a>. </p>
<p>Finally, from the <a href="http://rising.globalvoicesonline.org/projects/repacted-kenya/">REPACTED</a> project in Nakuru, Kenya blogger Eric Owanyama <a href="http://ericowanyama.blogspot.com/2009/02/hip-hop-home-of-phillosophers.html">says</a> that hip-hop is the &#8220;single biggest movement that allows youths to explore their creative minds independent of class rooms and allow them to learn from the society and speak philosophies that have proven to teach more than most educational systems and syllabus teach.&#8221;</p>
<p>As <a href="http://trueslant.com/joshuakucera/2009/11/14/vladimir-putin-hip-hop-and-the-battle-for-respect/">awkward as it may be</a>, even Vladimir Putin has recognized the importance of hip-hop as a medium of communication with young people around the world. Whether &#8220;hip-hop is dead&#8221; as some have argued of late remains to be seen, but its global domination over the past twenty years reveals just what can be accomplished when a culture of remix, creative expression, and technology collide.

			<content:encoded><![CDATA[<p>Next month <a href="http://rising.globalvoicesonline.org/">Rising Voices</a> will launch a new initiative, the Transparency and Technology Network. This is a three-month, participatory research mapping to gain a better understanding of the current state of online technology projects that increase transparency, government accountability, and civic engagement in Latin America, Sub-Saharan Africa, Southeast Asia, South Asia, China, and Central &amp; Eastern Europe. The project is co-funded by <a href="http://www.soros.org/initiatives/information">Open Society Institute&#39;s Information Program</a> and <a href="http://www.omidyar.com/investment_areas/media-markets-transparency">Omidyar Network&#39;s Media, Markets &amp; Transparency</a> initiative, and aims to inform both programs&#39; future investments toward transparency, accountability, and civic engagement technology projects.</p>
<p>Over the past few years we have observed the formation of a growing and increasingly global movement of technology and digital media projects aimed at promoting government transparency, accountability, and public participation in political processes. In Kenya, <a href="http://www.mzalendo.com/">Mzalendo</a> seeks to make information more accessible from the proceedings of the country’s parliament. <a href="http://www.congressoaberto.com.br/">Congresso Aberto</a> uses official data published by government agencies to encourage the public to engage more closely with the Brazilian legislature. In Jordan, <a href="http://ishki.com/">Ishki</a> aims to involve citizens in developing solutions to civic problems. <a href="http://votainteligente.cl/">Vota Inteligente</a> in Chile promotes government transparency by informing Chilean citizens about corruption and policy debates through the use of social media.</p>
<p>However, there are still relatively few well-known examples of grassroots transparency projects outside of the West, and fewer examples of scale, replication and mainstreaming. More importantly, there is little discussion, analysis or agreement on the question of what constitutes success, from the point of view of citizens, developers, and funders. Can these projects be evaluated individually for impact, or should they only be seen as part of a larger accountability ecosystem?  Does citizen participation in such projects lead to greater overall citizen engagement and more widespread demand for accountable public institutions? Do public institutions change their policies and behavior based on the input from citizen-led initiatives? To what extent does the usage of technology tools drive action around transparency?</p>
<p>We are determined to find answers to those questions. We are in the process of hiring eight regional researchers who will spend 16 weeks documenting at least 32 transparency, accountability, and civic engagement technology projects. These researchers will also facilitate 16 region and country-specific discussions on Global Voices about relevant topics related to transparency, accountability, and public participation in political processes. We expect that the topics for these conversations will arise from interviews with practitioners of transparency and accountability projects, and will vary from region to region. For example, a researcher looking at China may be interested in discussing <a href="http://www.ucsusa.org/nuclear_weapons_and_global_security/international_information/us_china_relations/chinese-perspectives-on.html">Western versus Chinese conceptions of transparency</a>, while in Guatemala a discussion is likely to take place around the country’s <a href="http://www.guatemalasolidarity.org.uk/?q=content/freedom-information-law-finally-receives-approval">recently adopted freedom of information law</a> and its meaning for transparency projects. Select blog posts will be translated into other languages by the <a href="http://globalvoicesonline.org/lingua/">Lingua team of volunteer translators</a>.</p>
<p>As a means of reviewing the case studies by the eight regional researchers and promoting discussion around issues related to transparency, accountability, and civic engagement, we are also seeking research reviewers to leave valuable comments on each of the case studies and blog posts. These comments will serve to 1) supplement the case studies with any missing information, 2) fact-check claims and references, and 3) spread awareness about the project in new networks. We will also work with <a href="http://www.transparency.org/">Transparency International</a>, <a href="http://www.globalintegrity.org/">Global Integrity</a>, the <a href="http://blogs.worldbank.org/governance/">World Bank</a>, and others to ensure that our work adds value for the entire transparency community and does not waste time on duplicate research.</p>
<p>The Transparency and Technology Network website is currently being developed by <a href="http://www.zerolab.org/about/">Dan Braghis</a> and Gleb Kanunnikau whose previous work has included <a href="http://www.pbs.org/idealab/2008/07/polymeme-diversifies-the-echo-chamber005.html">Polymeme.com</a>, <a href="http://threatened.globalvoicesonline.org/">Threatened Voices</a>, and <a href="http://thebrowser.com/">The Broswer</a>. It will be built on the same Drupal platform used by Threatened Voices and will allow moderated case study submissions by any registered user.</p>
<p>In addition to producing good research to inform the investments of funders like Open Society Institute and the Omidyar Netowrk we also aim to build a global network of individuals, groups, and organizations who care about the use of technology to promote more transparency, more accountable governments, and greater civic engagement. 			<content:encoded><![CDATA[<p>Led by two passionate open source enthusiasts, <a href="http://fredyrivera.blogspot.com">Fredy Rivera</a> and <a href="http://www.ebotero.com/">Elkin Botero</a>, the members of the <a href="http://hiperbarrio.org/">HiperBarrio</a> collective of youth citizen journalists in Medellín, Colombia have created the first freely accessible online map of their own community.</p>
<p>As little as a year ago Google Maps had no geographic information about San Javier La Loma, a small working class neighborhood on the outskirts of Medellín where the <a href="http://convergentes.wordpress.com/">ConVerGentes</a> group of HiperBarrio is based. Some progress has been made, but as you can see from the satellite imagery, most of the streets are still not mapped, much less the parks, buildings and footpaths.</p>

<p>Now, compare that to <a href="http://www.openstreetmap.org/?lat=6.270625&amp;lon=-75.629885&amp;zoom=18&amp;layers=B000FTF">the map of San Javier La Loma</a> created by HiperBarrio and freely available for <a href="http://creativecommons.org/licenses/by-sa/2.0/">nearly unrestricted use</a> on Open Street Maps:</p>

<p>There is clearly an aspect of amateurism to the cartography, but anyone who has been to La Loma will tell you that the second map is a much more useful representation of the community. All of the roads are represented, as are the church, school, and the labyrinthine network of steep footpaths which carry constant pedestrian traffic.</p>

<p>In fact, much of the world is still a blank void on Google Maps, especially slums and lower income communities. Rio de Janeiro is remarkably well-mapped, and even includes public transit information. But if you live in a <em>favela</em> like Santa Marta (where Michael Jackson shot the <a href="http://www.youtube.com/watch?v=gCqQ2JcQWGs&amp;feature">video</a> to &#8220;<a href="http://en.wikipedia.org/wiki/They_Don't_Care_About_Us">They Don&#39;t Care About Us</a>&#8220;) there is no street information at all:</p>

<p>Access to geographic information is crucial to the development of any community. As Mikel Maron, an evangelist of Open Street Maps, puts it: &#8220;Without basic knowledge of the geography and resources of [a community] it is impossible to have an informed discussion on how to improve the lives of residents.&#8221;</p>
<p>Last Saturday Fredy Rivera, a leading mapper of Open Street Maps based in Bogotá, organized a <a href="http://convergentes.files.wordpress.com/2009/11/volante_taller_osm_la_loma.pdf">workshop</a> at the small public library in La Loma to teach its young residents how to make a map of their own community.</p>

<p>Gabriel Vanegas, the librarian in La Loma <a href="http://www.pbs.org/idealab/2008/03/the-read-and-write-library005.html">whose dedication is responsible for much of HiperBarrio&#39;s success</a>, explained <a href="http://convergentes.wordpress.com/2009/11/25/tallerer-de-introduccion-a-la-cartografia-libre/">the background that led to the workshop</a>:</p>
<blockquote><p>En marzo de este año y gracias a la comunidad de software libre, tuve la oportunidad de conocer a Fredy Rivera un Chef gomoso de la cartografía y Linux, quien estará con nosotros, orientándonos en esto de la construcción colectiva de mapas. Será una excelente oportunidad para seguir reconociendo el territorio desde de la Biblioteca Pública y desde los ejercicios de periodismo ciudadano, la cultura libre, la historia acción-participación y la ciudadanía.</p></blockquote>
<div class="translation">In March of this year, thanks to the free software community, I had the opportunity to meet Fredy Rivera, a master of Linux and cartography, who will be with us to help us better understand the collective creation of maps. It will be an excellent opportunity to continue recognizing the community from the public library and through exercises of citizen journalism, free culture, participative history, and citizenship.</div>
<p>The workshop was later <a href="http://www.reddebibliotecas.org.co/sites/Bibliotecas/noticias_2009/Paginas/Open%20Street%20Map%20se%20toma%20la%20Loma.aspx">covered and summarized on the website of Medellin&#39;s Network of Libraries</a>, a <a href="http://www.gatesfoundation.org/atla/Pages/2009-access-to-learning-award-fundacion-empresas-publicas-de-medellin-colombia.aspx">recipient of the Gates Foundation&#39;s 2009 Access to Learning award</a>. Fredy Rivera posted a very useful summary of the <a href="http://fredyrivera.blogspot.com/2008/08/hacklab-0-osm-introduccin-la-cartografa.html">contents of the workshops (in Spanish) on his blog</a>.</p>

<p>Mark Graham has <a href="http://zerogeography.blogspot.com/2009/11/mapping-geographies-of-wikipedia.html">mapped the total number of of geotagged Wikipedia articles</a> per language, location, and population. He found a &#8220;highly uneven geography of information.&#8221; An <a href="http://www.guardian.co.uk/technology/2009/dec/02/wikipedia-known-unknowns-geotagging-knowledge">article</a> in <em>The Guardian</em> notes:</p>
<blockquote><p>Almost the entire continent of Africa is geographically poorly represented in Wikipedia. Remarkably, there are more Wikipedia articles written about Antarctica than all but one of the 53 countries in Africa (or perhaps more amazingly, there are more Wikipedia articles written about the fictional places of Middle Earth and Discworld than about many countries in Africa, Asia, and the Americas).</p></blockquote>

<p>The article goes on to optimistically wonder if this imbalance of information presents a new opportunity for Wikipedia&#39;s <a href="http://www.guardian.co.uk/technology/blog/2009/nov/25/wikipedia-editors-decline">declining number of active editors</a>: to democratize not just access to information, but what kind of information is made freely available. At one point iCommons was involved in <a href="http://www.archive.icommons.org/articles/the-wikipedia-academies-launch-in-johannesburg">organizing Wikipedia Academies to encourage local experts to fill in Wikipedia&#39;s sizable information gaps</a>. (Unfortunately <a href="http://icommons.org/">iCommons</a> now seems more interested in publishing research reviews.)</p>
<p>Like Wikipedia, Open Street Maps, has seen <a href="http://flowingdata.com/2009/01/08/animated-map-shows-one-year-of-edits-to-openstreetmap/">an almost unbelievable explosion of activity in the past few years</a>. But unlike Wikipedia, contributions don&#39;t seem to be declining. There is a <a href="http://brainoff.com/weblog/2009/08/18/1473">strong commitment</a> from within the community to produce valuable information not just about North America and Western Europe, but all communities regardless of class or location. In fact, last month a group of Open Street Map activists headed to Kibera, Kenya, one of the world&#39;s largest slums, <a href="http://mapkibera.org/">to produce a better map of the area</a>. Already their information has been <a href="http://kibera.ushahidi.com/">integrated into Ushahidi</a> to provide a real-time interface to local news events:</p>

<p>A similar project in Rio de Janeiro by <a href="http://www.vivafavela.com.br/">Viva Favela</a> is also trying to <a href="http://techpresident.com/blog-entry/putting-brazils-favelas-google-map">integrate locally produced citizen media with community-produced maps of favelas</a> (<a href="http://www.google.com/hostednews/afp/article/ALeqM5jOzkFoVgbOYSwQsYYkV6tEDhh3Qw">including Santa Marta</a>).</p>
<p>It is too early to know whether this flurry of cartographic activism will lead to any sort of sustained social change, but Robert Neuwirth&#39;s <em><a href="http://www.amazon.com/Shadow-Cities-Billion-Squatters-Urban/dp/0415933196#reader">Shadow Cities</a></em> offers a clear example of how access to information can serve as a catalyst for improved livelihoods:</p>
<blockquote><p>A few years ago, the Water and Sanitation Program, a nonprofit affiliated with the United Nations and the World Bank, became interested in the water supply question in Kibera. The group issued a report on Kibera&#39;s water kiosks. By reading the fine print, you can determine how much Kibera people &#8212; and by extension, residents of all the mud hut communities of Nairobi &#8212; are being ripped off by the kiosk system. At 3 shillings per jerry can, Kibera residents pay 10 times more for water than the average person in a wealthy neighborhood with municipally supplied, metered water service. And that&#39;s when water is plentiful. When there&#39;s a shortage, metered rates don&#39;t go up, but the prices in Kibera do. So at those times people in Kibera<br />
pay 30 or 40 times the official price of water.</p>
<p>The group published a brochure about the study. They presented it to local and national politicians. There was only one bunch of people who never saw the study: the residents of Kibera.</p>
<p>Japeth Mbuvi, Operations Analyst for the program, explained why. &#8220;Our audience for this was not the people of Kibera, but the political structure,&#8221; he told me. Then he added, &#8220;Anyway, maybe it&#39;s better not to publicize this: there could be riots.&#8221;</p>
<p>I applaud Mbuvi for his frankness. He is one of the few people I have met at any of the large nonprofit agencies who was willing to be candid about his agency&#39;s shortcomings as well as its achievements.</p>
<p>Still, there&#39;s something sad about his concern.</p>
<p>Perhaps it&#39;s true that people in Kibera could riot over water. After all, Kibera has been the scenes of riots in the past &#8212; most of them involving landlord tenant issue &#8212; and scores of people have been murdered in the melees. Still, Kibera&#39;s people deserve to know the facts about their lives. What&#39;s the point of studying the water kiosks of Kibera if, when the study is done, the information is not shared with the people who are most at stake?</p></blockquote>

<p>Viva Favela&#39;s <a href="http://www.vivafavela.com.br/publique/cgi/cgilua.exe/sys/start.htm?infoid=46399&amp;sid=87">coverage</a> of the aftermath following a helicopter which was shot down by drug dealers in Rio De Janeiro was <a href="http://globalvoicesonline.org/2009/11/01/brazil-a-view-from-slum-dwellers-on-rios-drugs-war/">featured on Global Voices earlier this month</a> (and translated into German, French, Chinese, and Swahili). In this interview Rodrigo discusses the history, goals, and future of the organization.</p>

<p><strong>Transcript:</strong></p>
<p>My name is Rodrigo Nogueira. I&#39;m the editor of Viva Favela. Viva Favela is a project of Viva Rio which started in 2001 with the idea to talk about the favela (slum) from a different perspective. A different perspective from the media. Talking about the people who live in the favelas and produced by people who live in the favelas too. We work on this in two ways. We have professional journalists helping community leaders that live in favelas to become amateur journalists and with the passing of time many of these community leaders became professionals and began working for news [agencies] when they left Viva Favela. </p>
<p>David: When people learn how to publish content online, what are some of the topics that they tend to cover? Rodrigo: We have every Monday a discussion, an editorial meeting, to talk about what subjects we are producing this week. Some subjects are very strong. For example the helicopter that was shot down by the drug dealers in Rio three weeks ago. So this was a hot topic that everyone wanted to talk about. So we have to do this our own way. How does this episode reflect the daily lives of the communities? When something of this magnitude goes to the mainstream media the state [police] go very hard at the communities. A lot of people could be shot by some police operation in the favela. And the people who live there talk about this. Especially we talk about daily life. Things that you don&#39;t see in the mainstream media. Our focus is this. </p>
<p>David: The content that they publish online &#8230; has that led to any changes in the community offline? </p>
<p>Rodrigo: Yes, because the people who produce for Viva Favela are very in touch with the issues of the community. The whole community starts to talk with them. They see it as a channel of expression for the community. For example, we did a story about a slum. They are very poor. And when this was published in Viva Favela some mainstream journalists saw the story and started to talk to the government of the state of Rio that said to the public that they are going to do something to change this slum. </p>
<p>David: Some of the content that they have produced has been featured on Global Voices before, right? </p>
<p>Rodrigo: For the first time. I think that this internet culture is very interesting because I was in a conference in Mexico and I started a conversation with the Latin America editor of Global Voices. So he introduced me to the people who are working here in Brazil. So this meeting started by email and now we&#39;re discussing this here at the Digital Culture Forum in Brazil &#8230; it&#39;s very good because something that started by email and now is [in person].</p>
<p>David: And what was that Global Voices story about? </p>
<p>Rodrigo: it was about the helicopter. The story of how the people are seeing the shooting down of the helicopter in their own community. People are very afraid because the police response is very strong in these poor communities. </p>
<p>David: If people had read that article on Global Voices, is that different coverage than they would see in the mainstream media?</p>
<p>Rodrigo: Yes, I think so. Because in this article on Global Voices I watched different perspectives from people who don&#39;t have any economical interest in talking about this. David: Now that you&#39;ve already had some success training citizen journalists and getting them to produce content what are your future goals as an organization? Rodrigo: For us, our main goal is to create a collaborative platform. Because in Rio, for example, we have 1,000 favelas. And we don&#39;t have a lot of people working in the newsroom right now to cover 1,000 favelas. So our idea is to create a platform so that every person in a different favela can talk about their own reality. We want to create a network of favelas. Our expectation is to create a network of favelas that can [bring] together different people from different places so that they can discuss their own issues by their own perspectives. We want to create this platform We hope that in 2010 we already have this running and everyone can participate.</p>

		<description><![CDATA[After a robbery of the La Loma Library in Medellín, Colombia, the home of the Hiperbarrio citizen media project, an outpouring of support and solidarity was sent from around the world.]]></description>

<p>Historically, libraries have been characterized as spaces for the free access to knowledge in the fields of literature, art, and culture, as well as becoming gathering places for the community. In this spirit, two years ago the Public Pilot Library of Medellín, Colombia at the La Loma site welcomed the participants of <a href="http://hiperbarrio.org/">Hiperbarrio [es]</a>, one of the <a href="http://rising.globalvoicesonline.org/projects/hiperbarrio/">initial Rising Voices projects</a>, where citizen journalism workshops have been taking place.</p>

<p>It is noteworthy that this library was created more than 50 years ago, as an initiative of the residents of La Loma, and throughout its service to the community it has offered classes in literature, painting, and music. The importance of its social role was described by Rezwan at the Rising Voices blog, <a href="http://rising.globalvoicesonline.org/blog/2008/04/17/hiperbarrio-the-social-role-of-libraries/">who notes that that librarian&#39;s responsibility goes beyond the simple lending of books</a>.</p>
<p>It is with those reasons that there were united voices of indignation surrounding the events that took place on October 13, <a href="http://twitter.com/blueandtanit/status/4846526433">which is described by @blueandtanit</a>:</p>
<blockquote><p>Ladrones robaron el equipo administrativo con información de La Loma, caja menor y El nica de Hiperbarrio en un asalto a la bpp de La Loma. </p></blockquote>
<div class="translation">Thieves stole the administrative equipment with information of the La Loma library, petty cash, and the Nica (prize) during a robbery of the bpp (public library) of La Loma.</div>
<p>The director of Hiperbarrio, Álvaro Ramírez described his reaction upon hearing the news. He writes <a href="http://www.otexto.net/?p=1666">about the consequences of the robbery</a> in his blog <em>Ojo al Texto [es]:</em></p>
<blockquote>
<p>Estoy un poco aturdido. Me concentro y trato de visualizar la modesta y hermosa Biblioteca de La Loma, sus estantes, las mesas y las sillas donde niños y grandes se sientan a diario a leer, a consultar libros, y a conversar.</p>
<p>Alcanzo a imaginar los computadores apagados y en la noche. Un par de intrusos llegan y logran penetrar por el techo. Entran con linternas y comienzan a sacar cosas</p>
<p>(&#8230;)</p>
<p>A la mañana siguiente llegan Gabriel Jaime y los otros empleados y encuentran el desastre. Un robo consumado. Un asalto a la comunidad de La Loma y un golpe duro para la Biblioteca Pública Piloto que ha venido dotando, con gran voluntad y paciencia a la filial más antigua de su extendida red de bibliotecas públicas: es decir gratuitas y abiertas para que todos podamos acceder a sus servicios.</p>

<p>Pienso en el daño que eso representa. En las personas que se van a perjudicar por no poder acceder gratis a los computadores. </p>

<p>I am a bit stunned. I concentrate and try to visualize the modest and beautiful La Loma Library, its shelves, the tables and chairs where children and adults sit to read on a daily basis, to read books, and to talk.</p>
<p>I am able to imagine the computers turned off at night. A couple of intruders arrive and are able to enter through the roof. They enter with flashlights and start to take things.</p>

<p>The next morning, (the library&#39;s coordinator) Gabriel Jaime and other employees arrive and find the disaster. A completed robbery. An assault on the community of La Loma and a hard blow for the Public Pilot Library, which has been providing, with a strong will and patience to the oldest branch in the extended network of public libraries: free and open services so that everyone can access its services.</p>

<p>I think about the damage that this represents. In the people that will be hurt and will not be able to have free access to computers.</p>

<p>News of the robbery soon spread throughout different online networks, and the community also received notes from those who expressed their solidarity during the incident, showing that there is a strong network across the internet. For example, from Chile, Enzo Abbagliati <a href="http://abbagliati.blogspot.com/2009/10/roban-la-biblioteca-y-hieren-la.html">sent a message of support on his blog <em>Cadaunadas [es]</em> after reading the post written by Ramírez</a>:</p>

<p>Cadaunadas varias veces ha sido espacio para la alegría que desde una barriada de Medellín hemos recibido cotidianamente quienes creemos en las bibliotecas públicas como espacio de equidad y construcción de sociedades más democráticas. Reproduzco ahora una triste nota publicada por Álvaro Ramírez en ConVerGentes, quien desde el aturdimiento inicial nos avisa que han robado en la Biblioteca de La Loma. En Chile, en nuestras bibliotecas públicas, a veces sufrimos la misma suerte, la misma frustrante suerte.  </p>

<p>On many occasions, (the blog) Cadaunadas has been a space for daily joy received from a neighborhood in Medellín for those of us who believe in public libraries as a place for equality and the building of more democratic societies. <p>Locally, the Colombian digital magazine <em>Equinoxio [es] </em><a href="http://equinoxio.org/estancias/asaltan-la-biblioteca-la-loma-6263/">became one of the first sites to publish news about the acts of vandalism</a> and wrote about the efforts to investigate the crime:</p>

<p>El director de la biblioteca se reunió con las autoridades y con efectivos de la Policía Nacional a fin de coordinar esfuerzos para recuperar los bienes que se llevaron los asaltantes y capturar a los responsables. </p>
</blockquote>

<p>The library&#39;s director met with authorities and officers from the National Police to coordinate efforts to recuperate the items taken by the burglars and to capture those responsible.</p>
</div>
<p>Fortunately, the Golden Nicca prize was recovered, as it was found nearby, but the other objects remain missing. A member of Hiperbarrio, Catalina Urquijo of the blog <em>$ujetate (Unknown II) [es]</em> <a href="http://blueandtanit.wordpress.com/2009/10/13/de-ninos-ninas-y-robos/">thanked those who sent messages through the different social networking sites</a>:</p>
<blockquote><p>Ofrecemos nuestros más sinceros agradecimientos a todos aquellos que nos acompañaron por diversos sitios de la red dándonos su apoyo tanto cuando creímos que nos habían robado el nica como ahora.</p></blockquote>
<div class="translation">We would like to offer our most sincere gratitude to all those who have accompanied us through various online sites giving us their support, especially when we thought that they had stolen the Nicca (prize).</div>
<p>Finally, Libary Coordinator Gabriel Vanegas of the blog <em>Esas Voces que Nos Llegan [es]</em> summarizes the shock in which, as a public employee, <a href="http://esasvocesquenosllegan.wordpress.com/2009/10/14/un-martes-13-para-la-biblioteca-piloto-de-la-loma/">he had to find out about the incident:</a></p>
<blockquote><p>Duele ver la ignorancia de quienes perpetúan este delito contra el patrimonio de la comunidad, pero preocupa pensar en quienes dieron la orden de hacerlo y quienes sabiendo y viendo que se hacia no procedieron de manera correcta y oportuna ante las autoridades.</p></blockquote>
<div class="translation">It hurts to see the ignorance from those that committed this crime against the community&#39;s patrimony, and it also is worrisome to think about those who gave the order to do it and those who knew about it, who did not do the right thing and go to the authorities.</div>

<p>Eric Newton is the vice president of the journalism program at Knight Foundation. He describes the annual $5 million Knight News Challenge, which aims to bring about news innovation by supporting new technologies and techniques to bring news and information to specific geographic communities around the world. He offers some examples of projects that have been funded including Rhodes University in South Africa, Freedom Fone in Zimbabwe, Ushahidi in Kenya, and the Sochi Olympics citizen journalism project in Russia, and also provides some tips for applicants seeking funding.</p>
<p>The deadline for this year&#39;s News Challenge is <strong>October 15</strong> so if you have a good idea, apply now.</p>

<p><strong>Eric:</strong> My name is Eric Newton. I’m the Vice President of the <a href="http://www.knightfoundation.org/programs/journalism/">journalism program</a> at <a href="http://www.knightfoundation.org/">Knight Foundation</a>. The <a href="http://www.newschallenge.org/">Knight News Challenge</a> is a kind of open, international, research and development contest for news innovation. And the idea behind it is that the digital revolution has turned information and news upside down and inside out, and things are changing so rapidly that no one - not traditional media companies, not even the entrepreneur community - can keep up with the pace of change. So our foundation thought that if we have an open, international contest and collected thousands of entries and picked the very best ideas for news innovation that it would help speed the process of moving good news and information into the digital age.</p>
<p><strong>David:</strong> How does the Knight News Challenge relate to media development? Or does it?</p>
<p><strong>Eric:</strong> Well, it relates to media development in that each of the entries needs to have four key elements. 1) It needs to involve news and information. The kind of news and information that people need to run their communities and their lives. 2) It needs to involve specific geographic communities. So it is not about technology platforms that aren’t related to a specific community - a place where people live and work and run their government. 3) It needs to involve digital innovation; something new. And because of the fourth element, it is very helpful for media development because the fourth element is that whatever technology is developed is then free and open source, and usable by anybody anywhere in the world for news and information in their communities.</p>
<p><strong>David:</strong> Does innovation have the same meaning in all countries and all contexts?</p>
<p><strong>Eric:</strong> No. Things that are new in one culture might be quite old in another. But we don’t think that it’s the job of the News Challenge to try to bring all of the new developments to everyone in the world. We think that the governments will do that and businesses will do that. There are already structures involving millions and even billions of dollars in media that will spread the innovations. What we’re looking for are things that no one has tried before. No one meaning <em>no one</em>. Those innovations can be technological, but they can also be innovations of technique. If someone in a culture outside the United States says, ‘hey, we can combine these technologies in a unique way in our community’, that is innovation.</p>
<p>So, when <a href="http://www.newschallenge.org/winner/2008/the-news-is-coming">Rhodes University in South Africa says</a> ‘we can develop a cell phone citizen journalism program in the township, we can create a web platform for the English-language newspaper, we can create a new web platform for the Afrikaans radio station, and then we can digitally connect all three of these things so that for the first time this community can have a unified news system’ - well, that wasn’t any new technology necessarily. That was taking things and putting them into action in specific communities because of the unique characteristics of that community. </p>
<p><strong>David:</strong> Can you give a couple other examples of News Challenge winners internationally, from outside the US?</p>
<p><strong>Eric:</strong> Sure, in Sochi, where the Olympics are coming, <a href="http://www.newschallenge.org/winner/2008/sochi-olympics-project">a citizen journalism project</a> is in the process of organizing the community to talk about whether the olympics are a good thing or a bad thing for the town, or something in between. A major citizen journalism project in Russia is not the norm - so that should be an interesting experiment. In Zimbabwe, there is an experiment in mobile news distribution called <a href="http://www.newschallenge.org/winner/2008/freedom-fone">Freedom Fone</a>. In Kenya, <a href="http://www.newschallenge.org/winner/2009/crowdsourcing-crisis-information">Ushahidi</a> is experimenting with data visualization and real-time mapping of citizen journalism contributions so that if major news events are occurring you can see the reports that are coming in from all quarters and get a visual idea of what is happening. Those are just some of the examples.</p>
<p>The News Challenge is open internationally because the idea is that anyone anywhere can come up with a good idea. We haven’t done as many international projects as we’d like to because a lot of people think that they have new ideas, but really they just don’t know that it is already happening somewhere else and the technology already exists, and in fact models already exist. So nothing new needs to be developed. What needs to happen in that case is that aid programs or the commercial sector or any number of other funders need to step in to spread things that we already know work.</p>
<p><strong>David:</strong> We are about one week from the deadline of this year’s News Challenge. What recommendations and advice would you give to applicants?</p>
<p><strong>Eric:</strong> Well, I think that the main thing to remember is that we’re looking for projects with all the elements: great news and information, great digital innovation, specific geographic community and free and open source sharing of what is learned and developed. We frequently will get project proposals that are very strong in one of the categories, but weak in the others. The best thing that anyone can do is partner with experts in the other areas and do their homework in the other areas if they themselves are only experts in only one of the areas.</p>
